The only non-bc change in Metadata Mgr is the move of the output_metadata_to_template function to acp_extension, where it belongs. And yes, this affects your "upload" extension. Cron tasks now run as they should run.
No problems here.

But there're no cron tasks in tasks list from extensions, not the core.

I also use cli and they are also displayed in shell. Installed debug tools from Tristan but enabled or disabled is the same effect.
