Even one user can go after another rating all of his/her posts as Bad.
Of course a few users can also take their own karma level up and others down.
And if a user gets mad at another he may just vote Bad on a few of his posts.

I'm not sure but am wondering is there a feature that the admin can set a limit of the bad Karma levels so that people who have a karma level of -3 (just an example) or less would automatically get banned? Or a prune feature that can ban all users with a specific (-x or less) karma level? Just wonde...

You will lose all of your mods. The reason is becuase you are basically installing a new board it's just using the same database in this case the upgrade script just updates the Database.
